The National Weather Service is trying to confirm whether it was a tornado that touched down near Crockett, which is north of Huntsville.We received reports of a tree falling on a car, seriously injuring a passenger. Strong winds also damaged several homes and knocked down trees.

As for the first power loss and shelter-in-place, BP officials tell us their Texas City refinery and chemical plant lost power around 10:55pm. The site immediately called the city and declared a Level 3 emergency. The city had called for a shelter-in-place for its residents, which was lifted at around 3am.
BP decided to burn off excess material when the refinery lost power. It's still not clear what caused the power loss.According to BP officials, there was a small fire on one of the pipestills right after the electrical incident occurred. BP's fire department responded and quickly extinguished the fire.
Plant officials don't know why the plant lost its power, but it did shut down every unit, Texas City Spokesman George Fuller said. Meanwhile, heavy flares shot into the sky for a burn off.
No evacuations were ordered for nearby residents. There are no reported injuries at this time. The site has also initiated environmental monitoring in areas around the refinery and has shared results with city leaders on an ongoing basis. The cause of the incident remains under review. Giffords uses her left side and has begun making limited use of her right arm and leg, a common effect of a bullet wound on the left side of the brain, said Dr. Gerard Francisco, chief medical officer at Houston's TIRR Memorial Hermann who works with Giffords daily.
"Her left side is perfect," said Pia Carusone, her legislative chief of staff. "She can do whatever you can do."
She said that even in her wheelchair Giffords has stringent posture: tall, tight, strong -- like always.
Nurse Kristy Poteet said Giffords pushes a cart up and down the hospital halls as therapy, focusing on using the correct muscles. More therapy comes from games of bowling and indoor golf.
The Republic report -- containing interviews over the past few days with her husband, doctors and others close to her -- gives the latest picture of her recovery 15 weeks after a gunman opened fire in a Tucson parking lot, killing six people and wounding 13 others, including Giffords.
The physicians place her in the top 5 percent of patients recovering from her type of brain injury, the newspaper said.
"She shows a lot more independence right now," Francisco said. "She's her own person."
Those closest to her tell of a woman progressing from severe brain trauma, but their words are without heightened expectations.
And despite the progress, it's still not clear if she will be able to attend Friday's launch of the space shuttle, which will be commanded by her husband Mark Kelly.
Giffords speaks most often in a single word or declarative phrase: "love you," "awesome," those close to her said.
She longs to leave the rehab center, repeating "I miss Tucson." When that day comes, Giffords told Poteet she plans to "walk a mountain."
Dr. Dong Kim, the neurosurgeon who oversees Giffords' care, said most of the physical and speech recovery happens within 12 months.
There were hopeful language signs even in March when Kelly said Giffords learned about the people killed during the Tucson rampage Jan. 8.
Kelly said he was reading a newspaper story about her out loud when she noticed he skipped a paragraph. That paragraph told of the casualties in the Tucson shooting -- news that set Giffords grieving.
"So many people, so many people," Giffords repeated. Poteet said she would find Giffords with heavy looks on her face, repeating "no-no-no-no-no."
For that reason, Kelly said he hasn't told her that the victims included her friends and colleagues Gabe Zimmerman and Judge John Roll, or a 9-year-old girl, and three others, the kind of older constituents she loves to help.
Kelly said he wants her to be able to process the emotions without fighting so hard for the words.
"The challenge is she knows what she wants to say, and she knows everything that's going on around her," Carusone said, but can't always express it.
The Republic reported that Kelly comes in the morning with coffee and the newspaper, heads to work at NASA, and returns to Giffords at night to talk. Sometimes, he takes a nap with his wife in her hospital bed, holding her close.
When he comes into the room, Giffords breaks into an oversized smile, Poteet said, reaching out her good arm to beckon him to her side, give him a half-hug.
Though doctors have not yet approved the trip to Cape Canaveral for the shuttle launch, they said it should be safe.
"We're very comfortable with her traveling," said Kim.
Kelly, who has been to space before, said his job "will be a little bit harder this time, just because I want to look out for her."
He intends to phone Giffords during the mission, but he expects the conversations will be different than on his last flight.
Now, he will ask her "how things are going and how she's doing and what's her day like," he said.
They have a particular phone goodbye, "but that's a secret," he said.

One after another, dozens of people prepared for what they called a serious mission on the hot and humid streets of Houston: a day of prayer.
With heads bowed, hands locked and armed with spiritual words, about 150 people from several area churches joined together at different meeting places Saturday in unified prayer against economic issues, violence and other problems plaguing the community.
They have declared a "code blue" emergency and vowed to take aggressive action.
We caught up with one group in the Sunnyside area.
"Today, we just want God just to rain in because he said if we plant the seed, he will water and give the increase. So that's what we are going to do. Plant the seeds in the community of safety and protection," Houston City Councilmember Wanda Adams said.
The prayer groups took a special path around Worthing High School, especially near the school football field. It was the scene of a tragic shooting last month that killed an 18-year-old former student. Police believe it was gang-related.
Saturday, the group clutched hands with residents at an apartment complex nearby -- the place where some people saw the tragedy unfold.
Residents there say prayers are welcome in their neighborhood.
Most definitely," one resident said. "Prayer is always necessary."
Barber is a former Houston Oiler football player, and a minister himself. He came out to show his support. He says it's time the community takes a spiritual stand to save the community.
"I think God has blessed us with some things and I think we can be a blessing here and reach these kids that are making wrong decisions and be an example that says, 'You know what, I don't need to do that,'" Barber said.
Other ministers held similar prayer walks at seven other locations throughout the city.

The leak was discovered early Friday near the Texas City Wye. Water delivery to the City of Galveston, The Village of Tiki Island, Bayou Vista, Santa Fe, Dickinson, League City, Hitchcock and La Marque has been affected.
City staff is working closely with GCWA to ensure there is no interruption of water service to the island.
A stage 5 drought contingency was announced Saturday evening, meaning the city has enacted mandatory emergency water rationing measures.
According to authorities, all irrigation of landscaped areas with potable water is prohibited until further notice.
The use of potable water to wash any vehicles is also banned, except with special permission in situations affecting public health and safety.
Officials said there will also be a proportional limitation of water deliveries to or diversions by wholesale water customers.
Additionally, pool owners are requested to refrain from filling pools until the water shortage is over.
Repairs to the transmission line will begin Monday and could take 24-48 hours.
The City's ground storage capacity, if the public cooperates fully, should be sufficient to maintain the water supply.

CONROE, TX (KTRK) -- Firefighters in Montgomery County battled a brush fire Saturday that threatened 20 nearby homes.Firefighters sprayed homes in the vicinity with water as a precaution and all residents on White Oak Run were evacuated, officials said.
The blaze was contained by Saturday evening. It ended up burning 17 acres, but authorities said no homes sustained fire damage.

HOUSTON (KTRK) -- Houston police were searching for three suspects who fled a hit and run accident Saturday that injured a child and his father.
It happened around 8:30pm Saturday on W. Greens Rd. near the 12500 block of the North Freeway.According to police, the suspects' vehicle was pulling out of the Kroger parking lot when they pulled in front of another car, striking it on the passenger side and flipping it.
Three men jumped out of the vehicle and fled the scene, authorities said.
A child and his father were in the overturned car, police said. They were transported to an area hospital with minor injuries.
Anyone with information about this accident can call the Houston Police Department.

Around 11:30pm Friday, Harris County Sheriff's Office deputies responded to a shooting call and found two females in their teens with gunshot wounds.
According to deputies, some sort of fight erupted at the party inside the party hall. It spilled into the parking lot where someone pulled out a gun and started shooting.
Each teen was shot once and both were transported to an area hospital with non-life-threatening injuries, officials said.
The shooter fled the scene before deputies arrived.

HOUSTON (KTRK) -- As churches prepare for one of the holiest days of the year, one Houston church is worried about the safety of its congregation.
The New Life Temple Church sits at the intersection of Almeda Genoa and Martin Luther King, and where those streets meet is what concerns church leaders. A little boy's funeral was interrupted Friday by an accident at the intersection. The senior pastor also says one of her church members was involved in a crash last year while driving to the church. She says she and her neighbors have repeatedly asked for help, but it hasn't happened so far. As Bishop Brenda Perry prepares for Easter Sunday and a full sanctuary, she's adding one more prayer to her list. "Lives depend on it, very much so," she said. She has renewed her call for a traffic signal at the corner of Almeda Genoa and Martin Luther King. Right now, there's just a stop sign and she believes that's not enough. "It's just an accident all the time," Perry said. In fact, hours earlier, one happened right before their eyes during a funeral at New Life Temple. A black SUV collided with a small sedan and flipped. Officers had to pull three people, including a child, out. "The Lord is looking over them," one officer said. We don't know who was at fault but Alphonse Simple, who's lived here for 31 years, believes a combination of not paying attention to the stop sign and driving faster than the posted 45 miles per hour on Almeda Genoa oftentimes makes for a dangerous result. "I can be at my house and I can hear a wreck," he said. "It's early now; later on it's like whoosh, whoosh, whoosh.". A quick check with Houston police showed between 10 and 15 accidents in the last year, roughly one a month. According to the city's public works department, which looked at this issue last September, it takes five or more accidents within a 12-month period to warrant one, but here's the catch; those accidents have to have been deemed correctable by a traffic signal. And at the time, officials say they weren't. "There wasn't enough evidence there to indicate there was an issue," said Jeff Weatherford, deputy director of the Houston Public Works and Engineering department. "I don't know how many accidents that has to happen before they put a light there," Simple said. So Simple will keep asking that question and Perry will keep praying. "We need something done," she said. The deputy director of public works says they will pull the number of accidents on Monday to see if anything has changed. Development also has an impact, he says. There is one major development just a couple of blocks away -- the New Frost Elementary will open up in the fall. THE WOODLANDS, TX (KTRK) -- Montgomery County officials are investigating a shooting that left a man seriously injured.
Authorities say two men from Houston went to meet a guy from Willis at a parking lot off Highway 242 near Interstate 45. The trio got into an argument and the Willis man was shot several times in the abdomen and legs. The suspects fled the scene, and the victim stumbled into a nearby fast-food restaurant, where he collapsed. He was transported to an area hospital in critical condition but has been stabilized. HOUSTON (KTRK) -- Students in one local school district do not have to stand for the Pledge of Allegiance if they don't want to. It's a policy change that even the superintendent doesn't agree with, so why did the district do it?
In this town of 3,600 people, there's an American flag around just about every street corner and for school kids, the daily routine of standing up and saying the Pledge has never been questioned until now. "They refused to say the Pledge and everyone's talking about it," said student Cherissh Garrett. She is a classmate of the two students that have become the talk of Sweeny. The high school seniors did not want to stand during the Pledge of Allegiance, something that the school district required. "There was no disciplinary action taken. It was just a request that they stand for the pledge," said Superintendent Randy Miscke. The students took their complaint to the The American Civil Liberties Union (ACLU) of Texas, who sent the school a request on April 14 to review its policy. This week, after consulting with attorneys, the school district changed its policy and it will no longer require students to stand during the Pledge. "Just let them sit there and be quiet, and if they don't want to, and everybody who knows what's right will stand up and do it," said Gary Woodard, school board member. In a statement, the ACLU of Texas says "Our bill of rights and American tradition protect dissenters and the majority just the same, and the right to express disagreement is a patriotic value that all Texans should fight for." "I might not necessarily agree with that, but I'm going to be legal," said Miscke. Friends of the students say it's more about teenagers wanting the freedom to choose. "I don't think he's opposed to the pledge, just that forced to do the pledge, and he just doesn't like it," said student Preston Freeman. We reached out to the two students, but they did not want to speak on camera. According to Texas law, students are required each school day to recite the Pledge of Allegiance to the United States flag and to the Texas flag. The law does not say anything about standing. HOUSTON (KTRK) -- A local woman fought back tears on Good Friday. Her bank account is drained and she claims her church duped her out of tens of thousands of dollars.
The woman is now suing the Chapel of Praise in Alief, saying the church stole her identity and left her in financial ruin. That parishioner says when she decided to become a member here in 2005 she had to fill out a form, giving personal information including her date of birth, Social Security number and her signature. She accuses church leaders of using that to get a loan in her name. Francisca Mena says she is in danger of losing her home because of a loan that was taken out in her name that she only recently found out existed. "Almost crazy you know. Why? How?" she said. She didn't know what to make of the thousands of dollars being drafted suddenly out of her checking account. "The bank is empty. I say why?! Two days ago, I put $3,000, you know?" Mena said. Her bank told her another bank had filed a judgment against her over a loan that hadn't been repaid. She says that loan was taken out by leaders of the Chapel of Praise church. She's filed suit against its leaders, alleging that they took her personal information and used it to secure a loan to purchase $30,000 worth of music instruments and audio equipment. According to the suit, when confronted, Pastor Steve Ams told Mena "not to worry because he would take care of it." Other church leaders allegedly told her they were "very sorry" and that the church would begin to repay her $500 monthly. Mena insists that has never happened. Mena says she feels violated and that she trusted her church and its leaders. She and her husband have three adopted children and they're foster parents to three more. Now she wonders what will happen to them if they lose the house. Late Friday afternoon, Ams returned our calls, saying Mena was never a church member. "The information is totally false. For a non member to bring an allegation based on a lawsuit that has not been double checked, it's not fair," he told us over the phone. We offered Ams a chance to speak on camera but he declined. HOUSTON (KTRK) -- Landry's Restaurants Inc. CEO Tilman Fertitta has extended his unsolicited takeover bid for McCormick & Schmick's Seafood Restaurants Inc.
McCormick's board unanimously rejected Fertitta's $9.25 per-share offer on Wednesday, calling the price too low and "opportunistic". The tender offer was scheduled to expire on May 6 and no shares have been tendered so far. But on Friday Fertitta extended the offer until May 31. The offer would value the company at $137.2 million based on McCormick's 14.8 million shares outstanding at March 1. Fertitta, the company's third-largest shareholder with a 10 percent stake, made the offer earlier this month. McCormick & Schmick's has adopted a "poison pill" plan designed to fend off hostile takeover attempts. If shareholders attempt to acquire a stake of 15 percent or more, the plan will kick in and other shareholders will have the right to buy up more shares. Fertitta was not available Friday to comment on the deal. McCormick & Schmick's, based in Portland, Ore., operates 95 restaurants, including 88 in the United States and seven in Canada under The Boathouse brand. It has been struggling, reporting a loss of $23.2 million for its 2010 fiscal year, following a $15.6 million loss for 2009, as it booked higher costs. HOUSTON (KTRK) -- It's been one month since the rodeo ended in tragedy when a man died on a carnival rollercoaster, and now we've learned a federal investigation is underway.
For weeks, rodeo and carnival officials have insisted nothing is wrong with the ride. Now the government wants to make sure of that. In years past, when the Hi-Miler was disassembled after the Houston Livestock Show and Rodeo, it headed to another fair. But now we know the rollercoaster is sitting in pieces at the owner's offices in Arizona. Ray Cammack Shows, or RCS, tells us it's not in operation. Attorney Joe Stephens thinks it should never be again. "Somebody's got to do something or the ride's got to be shut down," Stephens said. Ever since 47-year-old Brian Greenhouse fell to his death from the rollercoaster on the last day of the rodeo last month, Stephens, who has sued RCS before, has joined the call for a major safety investigation. The rodeo, RCS and attorneys for Greenhouse's family have already had their experts look at the ride. Now the U.S. Consumer Product Safety Commission is joining in. "I said we'll meet with you at any time and any place," Stephens said. Stephens was contacted by an investigator Thursday and will be by his friend's side when she's questioned next month about what she called a near-death experience on the Hi-Miler two years ago. In a letter to the state, she wrote "the handle popped straight up," leaving her and her four-year-old daughter virtually unattached. She wrote she was "screaming, my daughter was crying" and they were hanging on "for dear life." In response to the federal safety investigation, RCS told us, "The U.S. government has jurisdiction over portable rides so this is normal practice and we are cooperating fully." The rodeo's Leroy Shafer says, "We welcome any analysis of the equipment. We have provided a tremendous amount of information already and will continue to do so." The Consumer Product Safety Commission issues safety advisories to state officials responsible for ride inspections. But if one is deemed unsafe, they can issue a recall. Greenhouse's family and friends are still deep in mourning. Stephens hopes no one else ever feels their same pain. "When you get on a rollercoaster ride there should be no reason for a person to be ejected," Stephens said. Citing pending litigation, the rodeo won't say whether the Hi-Miler will return next year. The attorney for the Greenhouse family says that they are pleased that after a handful of officials and unofficial complaints, the feds are finally looking into the ride. Meanwhile, Houston police are continuing their investigation into the death. Because the accident happened on the last night of the rodeo, the coaster was never actually taken out of service during the carnival. HOUSTON (KTRK) -- Four Rice University football players have been arrested on various charges in the past week.
Defensive end Cody Carlton Bauer and linebacker Cade Mitchell Shaw were both arrested Saturday and each charged with carrying a prohibited weapon in a prohibited place. Both students posted $5,000. Two days later, cornerbacks Kevin Dewayne Gaddis and Phillip Winfield Gaines were arrested. Gaddis is charged with theft and possession of marijuana, while Gaines was charged with possession of marijuana. Gaines posted a $500 bond and Gaddis posted a total of $1,000 bond for both charges against him. All four were arrested by Rice University police. Online records show no attorneys for the four, and school spokesman B.J. Almond tells the Houston Chronicle that Rice is providing no other information because the university is private. Chief McClelland is recommending that 181 police officers and 445 civilian employees be laid off. The civilian employees would include those working in the jail. Officers with the least seniority would be cut first.
The department would have to give those employees a minimum of 45 days notice. Since the budget has to be passed before June 30, pink slips could be handed out in just a few weeks.Chief McClelland calls his proposal a worst case scenario, and says there is still time to save these jobs.
McClelland said, "The mayor has told me she's committed to doing everything that she can to reprogram money back into HPD to make sure that that doesn't happen. There's a lot of things that could happen outside of the mayor's control. She may not be able to guarantee 100 percent, but she has certainly committed to me, 'Look, I don't want to do this. I'm going to do everything I can to make sure that this does not happen.' And I believe that."
"I personally don't see how we can lose any classified officers and continue to deliver the services to the citizens of Houston that they expect," said Houston Police Officer's Union President Gary Blankinship.
Chief McClelland says he would need $17 million from the city of Houston in order to save those jobs. The fight to save these jobs will not be an easy one. HPD's operating budget is somewhere near $685 million -- 95 percent of that goes towards salaries.
There are two new cadet classes slated for the budget for next year, and those cadets will not be cut. One class is scheduled to start in May.
Firefighters could lose jobs too Major budget cuts could also hit the Houston Fire Department hard. A source told us that roughly 200 firefighters are facing job cuts due to budget constraints. Jeff Caynon, president of the Houston Professional Firefighters Association, said those numbers are accurate and worries what those layoffs would mean. "When we have structure fires with fatalities, it's always almost the very, very young or the very, very old and we're making a decision here that essentially says the city of Houston is okay with the very, very young and very, very old dying in house fires," Caynon said. Theodore Estrello is charged with capital murder in the home invasion murder of Sergio Blas, Jr.
HOUSTON (KTRK) -- Police have made an arrest in the deadly home invasion case that left a father dead while his young daughter hid in another room.Police say Estrello and an accomplice were involved in a home invasion on Thursday, April 14, in the 1600 block of Spencer in South Houston. The two suspects murdered Sergio Blas, Jr., 29, while his two-year-old daughter was in the other room.
The victim's wife returned home from dropping children off at school to discover his body bound with some type of cord, dead in the living room. Their daughter was unhurt, hiding under blankets in a back bedroom.

More search crews and equipment have been brought in as police narrowed the search field at the landfill. We're told they're going nearly piece by piece through the trash as they search for the remains of Martha Jimenez, 44. Police believe she may have been dumped there by her husband.
Conroe police and crews from Texas Equusearch combing through the Security Landfill, where, according to Texas Equusearch, Martha's husband worked as a bulldozer operator.
Police say the mother was reported missing 11 days ago after leaving her job at a convenience store in Conroe and never returning home. Officers have been searching the landfill since Monday.
Police say Martha's husband, Luis Jimenez, 54, has been arrested. Authorities say information led them to believe there may have been foul play. Police add there was an unauthorized entry into the landfill Sunday morning and they believe it could have been Luis.
"We're wanting to move at a little faster pace today," explained Tim Miller with Texas Equusearch. "That's why we brought in more manpower and equipment. We know that time isn't on our side, so the quicker that she's found, the quicker they'll be able to determine the cause of death, hopefully, and move the investigation forward."
Luis Jimenez remains in the Montgomery County Jail. He's charged with tampering with evidence.
Texas Equusearch told us crews hope to recover Martha's body and give the family closure before the Easter holiday.

CHICAGO, IL -- The Lyric Opera of Chicago says its new general director was chosen after an eight-month international search.
Anthony Freud is currently the Houston Grand Opera's CEO. He'll start a five-year contract as Lyric's general director on Oct. 1. Lyric officials announced the pick Thursday, praising Freud's leadership on artistic initiatives and community engagement programs. He'll succeed William Mason, who is retiring. Freud is a London native who has been working in Houston since 2006. The 53-year-old will be the fourth person to head the Lyric and the first appointed from outside the company's ranks. Freud says he's long been an admirer of the Lyric Opera and is honored. The Lyric Opera is one of the most prominent in the country, after New York's Metropolitan Opera and the San Francisco Opera. The victim opened the door, and one of the suspects hit him in the face. The suspects began yelling at him and demanded that he open the safe. The victim stated that one of the suspects pointed a black semi-automatic gun and threatened to kill him, according to Crime Stoppers.
The complainant frantically tried to open the safe, but he reportedly could not remember the combination. This enraged the suspects, and they began to assault the suspect by punching him throughout his body, officials say. The suspects left with no money or items since the victim could not open the safe.

HOUSTON (KTRK) -- A Houston sex offender on the state's most wanted fugitives list was arrested in northeast Houston.
Timothy Rosales, 40, has been wanted since January, when he allegedly cut off his electronic monitoring device and fled from a Houston halfway house, according to a Harris County Precinct 6 statement. He had been staying at the halfway home since his 2007 release from prison for two aggravated sexual convictions. Rosales, who had spent 25 years in confinement, was considered armed and dangerous.
