Officer shoots 'suspicious' man outside SWAT scene

  STAFFORD, TX (KTRK) -- A SWAT situation in Stafford this morning ended with an officer shooting a man who drove by the scene.

According to Stafford police, officers responded to a report of shots fired on Southmeadow near Mulholland.

When police arrived, the residents reportedly refused to come out of the house.

A SWAT team was called out. When they got to the scene, the residents came outside and surrendered to police.

Police said a driver then pulled up to the scene in an SUV and asked what was happening, at which point he begins to act suspiciously.

Officers confronted the man and asked him to exit the vehicle, but he refused, police said.

That's when an officer reached her left arm into the vehicle. The suspect allegedly rolled the window up on her arm and tried to drive away.

Police said the officer was in fear for her life. She discharged her weapon into the SUV, shattering the driver's side window and hitting the suspect.

The suspect was taken to Memorial Hermann Hospital where he underwent surgery. He is expected to survive, police said.

The officer who fired her weapon and another officer were both taken to an area hospital with minor injuries.

No other details were released.

Emergency crews responding to Hazmat scene in Baytown

Bayer's Environmental Health and Emergency Response Units are assisting with the HazMat incident in Baytown.

  BAYTOWN, TX (KTRK) -- Emergency crews are responding to a Hazmat scene in the Baytown area.

Baytown says its fire department's Hazmat unit is currently engaged in emergency operations at a rail yard off of FM 1405. Chambers County Sheriff's Office and Emergency Management are on the scene investigating as well.

FM 1405 is closed to all traffic south of FM 565. There is no other impact to the public at this time.

Bayer's Environmental Health and Emergency Response Units are assisting with the incident. The location is external to Bayer.

Police on scene of possible baby drowning at SW Houston apartment complex

From SkyEye 13 HD, yellow crime scene tape could be seen across the apartment.

  HOUSTON (KTRK) -- A 10-month-old baby is hospitalized after nearly drowning while being given a bath on Friday morning.

Emergency crews at around 10:30am were called to the family's town home on Windsor Village Drive near Beltway 8 in southwest Houston. EMS crews were performing CPR on the child before going to the hospital.

A neighbor says the grandmother was giving the child a bath, but left for a moment to get some soap, and that's when something went wrong.

"I pray for the family. I pray for that lady, I swear to God," said the neighbor.

From SkyEye 13 HD, yellow crime scene tape could be seen across the apartment.

We are still waiting for an update on the child's condition.

SWAT scene near Sharpstown ends peacefully

  HOUSTON (KTRK) -- A SWAT team coaxed a man out of an apartment Sunday in southwest Houston after a nearly three-hour standoff.

It happened in the 7500 block of Bellerive at Marinette Drive.

According to a Houston Police Department spokesperson, a veteran in his 50s barricaded himself in an apartment. No one else was inside with him.

Police believed he may have been armed and planned to harm himself.

The man was taken into custody shortly before 2pm without incident.

No additional details were immediately available.

Driver slams into street signs, flees from scene

  HOUSTON (KTRK) -- A man crashed into street signs on the Southwest Freeway feeder road and then took off on foot.

It happened near Kirby just before 1am. Police say the driver somehow lost control and hit a red light pole, knocked over two street signs, then rolled to a stop at the U-turn underneath the freeway.

Another driver crashed into one of those signs spewed across the feeder road a short time later, disabling his car.

All of the debris has since been cleared.

Deputies' actions before SWAT scene questioned

HOUSTON (KTRK) -- A woman was attacked in her own home by her husband, a man who was supposed to stay away from her. She'd filed paperwork to get protection, but it may have been ignored.

The woman is recovering after the attack. And now, there are questions as to why her husband was let go after he was confronted by Precinct 4 deputy constables. The department is now investigating what happened.

Precinct 4's Assistant Chief Mark Herman says they are launching an investigation after we brought this to his attention.

On May 11 at 6:30pm, Precinct 4 deputies and HPD SWAT officers created an armed camp on Beacham Street in Lakewood Forest.

"Within minutes, we had three snipers on our balcony," neighbor Tom Hale said.

The standoff would last six hours. A husband stabbed his wife's chest and barricaded himself in a room, periodically firing a gun at deputies. Eventually, he shot himself in the chest and died.

Tom and Sherry Hale watched it unfold from across the street.

"Rapid fire and the room, where the husband was barricaded in, lit up when the shots went off. We could see that," Hale said.

Court records show the wife, Jeanne Galladora, filed a protective order against husband, James, for choking her. That was May 6, five days before the standoff. A judge ordered him not to contact her. And not to go within 200 feet of their home. But he did -- twice.

"On May 11, right after midnight, I think a family member brought him to that location to get his truck," Herman said.

The husband came back to his house around 1am on May 11, arguably, violating the protective order. But he wasn't arrested.

"When they found him sitting on the curb down the street from the house, he still had needles in him and IVs where he had voluntarily just walked out of a local hospital. EMS hadn't even checked him out," Herman said.

Deputies let him go. It's still unclear why. But then he came back again on the same night, stabbed his wife and killed himself.

"If this guy would've been arrested, he wouldn't have been able to come back?" we asked Herman.

"You know what? I hate to speculate on that," he replied.

Herman says he's looking into what happened the early morning hours of May 11 and what actions his officers took.

"When you initially brought up calls being there, that was the first I heard about it," Herman said.

He says that could take days or weeks.

"Should've arrested him, should've let the judge decide if he's violating the protective order," KTRK legal analyst Joel Androphy said.

Androphy points to a state law that says officers shall arrest for a violation of a protective order. If that's the case, the standoff may never have happened.

"If there is probable cause to believe he violated that order, you arrest him and let the judge decide whether he did or not," Androphy said.

Galladora's wife survived the stabbing and is out of the hospital, recovering.

We will follow up with Herman, who said the department will get to the bottom of it.

Ex-con accused of punching police dog after fleeing robbery scene

Edward William Montgomery, 23, is facing two charges of aggravated robbery with a deadly weapon as well as a charged of interference with a police service animal.

  HOUSTON (KTRK) -- An ex-convict is accused of punching a police dog after fleeing a robbery scene.

Edward William Montgomery is facing two charges of aggravated robbery with a deadly weapon as well as a charged of interference with a police service animal. According to court documents, on March 11 officers responded to a robbery in progress call at an Advanced Auto Parts Store at 1821 W. Mount Houston Rd. in north Houston when Montgomery and co-defendant Alex Newson were inside the store with firearms and had employees and customers on the floor.

Police say Montgomery and Newson fled out the back door when they saw the responding officers. Newson was apprehended immediately, but Montgomery got away into nearby woods.

Court documents state a K-9 unit was called out to assist in the search and located Montgomery. He then punched the dog in the head and body until officers were able to detain him.

Montgomery, 23, has prior convictions for burglary and attempted possession of a prohibited substance in a correctional facility, as well as drug, burglary, theft, evading, assault, injury to a child, and trespassing.

He is not in custody. Bond has been set at a total of $125,000 for the three charges.

Domestic dispute turns into SWAT scene

After several hours, a SWAT standoff ended peacefully in La Port Friday morning.

  LA PORTE, TX (KTRK) -- A domestic dispute between a boyfriend and girlfriend turned into a SWAT scene in La Porte overnight.

The woman called police around 9pm, asking for help at a home on Sioux near Burkett. Investigators say officers helped her out of the home, but the boyfriend locked himself inside. Around 3am, authorities found the man was not inside.

It is not known where he went or if any charges will be filed.

A SWAT scene ended peacefully after police arrested a man accused of holding a woman hostage at an apartment

  HOUSTON (KTRK) -- A SWAT scene ended peacefully after police arrested a man accused of holding a woman hostage at an apartment.

It happened at the Barrington apartments on Bonhomme near Harwin in southwest Houston. Police say a call came in at around 1:30am Monday reporting that a woman was crying for help. When they arrived, investigators say they heard the man loading a gun.

SWAT teams negotiated with the suspect to try to get him to surrender, but had to make a forced entry to arrest him after about five hours.

They are now questioning the man and interviewing the alleged victim.

Arson investigators on scene of house fire

Firefighters knocked out the fire quickly and no one was hurt

  HOUSTON (KTRK) -- Arson investigators in east Houston are at the scene of a house fire.

The one story home on Market and Boyles caught fire just before 3am Friday. Firefighters knocked out the fire quickly. No one was hurt. The home appears to be vacant.

No word yet on what caused the fire.
