Former Clear Creek ISD teacher accused of having relationship with student

  LEAGUE CITY, TX (KTRK) -- A former Clear Creek ISD teacher is facing allegations she had a sexual relationship with one of her students.

Stephanie Raleen Forbes, 40, was arrested Thursday afternoon in the 300 block of Sorrelwood Dr. in League City on charges of sexual assault of a child and improper relationship between educator and student, according to the Galveston County Sheriff's Office.

Detectives say they launched an investgation last month after Clear Creek ISD officials were notified of allegations that Forbes had an ongoing sexual relationship with a student. She resigned from the district after detectives launched an investigation into the accusations.

Forbes was released from the Galveston County Jail after she posted a $20,000 bond.

The investigation is ongoing.

Clear Lake mom accused of leaving baby alone in vehicle while going into bar

HOUSTON (KTRK) -- A local woman has been charged with child endangerment after officials say she left her three-month-old child in a car so she could go drinking.

It was 3:30am Sunday, when Amy Cooney, 31, was allegedly inside a bar on Houston's south side and her three-month-old baby boy was in her black SUV parked outside.

Neighbor Pat Coleman said, "I can't believe Amy left her baby in the car, because grandma... She's got a good mother, and grandmother was good, so it must be an accident."

Coleman lives across the street from Cooney and her family and can't believe the young woman she watched grow up, who features her children on her Facebook page, is charged with child endangerment.

We tried to talk to Cooney's mom about what happened, but she didn't want to comment.

According to court records, Cooney was in line in the bathroom at the bar when she told another patron that her baby was in the car. That's when that customer asked to see the baby, leading Cooney to the car, where the patron grabbed the baby and turned him over to authorities.

Prosecutors told the court, "The defendant left her three-month-old child in the car, went inside the club. It's unknown how long the child was in the car before authorities were alerted."

For now, Cooney remains in jail, having not yet posted bond, while neighbors remain in disbelief.

"I just can't believe it, I really can't," Coleman said. "I'd go to court to say that, I can't believe it."

Cooney faces a felony charge of child endangerment.

Clear Lake teens accused in cross burning incident

  HOUSTON (KTRK) -- Two Clear Lake teens are accused of burning a cross in a family's front yard.

On June 14, a driver crashed through the fence at a home and left the scene without giving information. The homeowner's nephew, who attends Clear Lake High School, reportedly learned that Zachary Neal Dollar was the driver of the car. According to court documents, the homeowner called police with the information, and then Dollar and his father gave the homeowner the necessary information and paid for the fence repair.

Two weeks later, on June 28, tires were slashed and a burning cross was left in the front yard of the home where the nephew lives.

When police initially interviewed Dollar, he denied any involvement in the incident, court documents state. But shortly after, he reportedly confessed to building the cross from old fence pickets, dousing it with lighter fluid and lighting it on fire at the home. He said Nicholas Wayne Rose Soto commited the crime with him. Both teens said the other was responsible for slashing the tires.

Dollar and Rose Soto both deny that the burned cross had anything to do with race. Instead, according to court documents, they did it in order to scare the teen because they claim he attempted to blackmail Dollar, allegedly asking for money in order to keep quiet with the information about the fence crash.

Dollar and Rose Soto, both 18, are both charged with retaliation or obstruction, a felony charge.

Sixty Clear Lake High students disciplined for cheating

  CLEAR LAKE, TX (KTRK) -- We have an update to the cheating scandal at Clear Lake High School.

Clear Creek ISD told us it has now disciplined 60 students and it expects more students to be disciplined in the next few weeks.

We told you about the investigation earlier this month with hundreds of students falling under suspicion of cheating. It happened after an English 4 exam.

A large group of students did unusually well the first day of testing, so on the second day, teachers changed the order of the multiple choice questions. About 200 students answered as if they were taking the original test.

Clear Lake, Houston working deal over fee dispute

  HOUSTON (KTRK) -- We have an update to the dispute over drainage fees between Clear Lake residents and the city of Houston.

Councilman Mike Sullivan sat down with the city attorney and the Clear Lake Water Authority to work out a deal. Clear Lake residents are angry at having to pay Houston's new drainage fee even though Houston does not provide them with drainage services. Safe Clear program may not be free anymore

HOUSTON (KTRK) -- Free tows may be about to end for Houston drivers. The budget crunch at city hall is now expanding to the city's freeways.

Today, Mayor Annise Parker is announcing major changes to the program known as "Safe Clear." Free towing program was started six years ago, but now there's not enough money to keep it going without serious changes.

When this program began years ago during Mayor Bill White's administration, the idea was to get stalled vehicles off the road fast to avoid a backup, and avoid that long line of wrecker drivers, too. The city was doing it at no cost to the driver.


In recent months, it's become clear during discussions at council meetings that that cannot last.


"It was free originally. We were making people do this, and we can't do it anymore," said councilmember Melissa Noriega. "But in the same interest of public safety and good transportation management, we have a tow that's far below market value."


City leaders considered charges for tows and roadside assistance. We'll get to hear today, not only from the mayor, but council member Sue Lovell, as well as HPD and the chair of the Safe Clear management group.
