  HOUSTON (KTRK) -- Police are looking for a man who shot another man in the leg early this morning.

It happened around 2:30am on Dowling near Francis just south of downtown Houston.

Officers say two men got into a fight across the street from a gas station and one of them pulled a gun and shot the other man. He then took off riding a bicycle. The victim is expected to live.

Police are still looking for that gunman.

Police say they found a young man in the parking lot who had been stabbed to death during a fight. Police say they found a young man in the parking lot who had been stabbed to death during a fight.

  HOUSTON (KTRK) -- A night out turned deadly when a 20-year-old man was stabbed in north Houston overnight.

It happened on West Canino near the North Freeway. Police say a group of people in several vehicles were driving around when they stopped in a parking lot.

Some sort of fight started and the vehicles began chasing one another. Authorities say one of the cars crashed on West Canino and someone stabbed the victim.

He later died at the hospital. The investigation is ongoing.

Battle between county and Treasures strip club continues in court

HOUSTON (KTRK) -- We have the latest developments now in a battle between the county and a local strip club accused of being a nuisance.

County and city leaders want Treasures shut down, saying it's a haven for drugs, prostitution, and human trafficking.

We expect a judge to decide soon whether Treasures can be considered a public nuisance and whether it should be shut down. One thing the judge must consider is whether club owners did anything to limit the amount of prostitution and drug sales there.

Located near the Galleria, the Treasures strip club has been in business since 1995. According to court documents, there have been 43 arrests there between 2008 and May of this year. Among them, allegations of prostitution, and delivery of a controlled substance.

The city and county say this proves that some people habitually go to Treasures seeking out sex and drugs.

"They're not doing anything about it. It continues to go on," said Sr. Assistant Harris Co. Attorney Fred Keys Jr.

But an attorney representing Treasures argued in court that the case the city and county have alleged is legally insufficient.

Tanya Garrison, attorney for Treasures, told the judge, "They have failed to put in any evidence that proves habit."

Attorneys for the county and city argued that the cases date back more than three years. That if nothing else, that alone proves the club an ongoing nuisance. Our legal analyst however says that's not enough.

"These statistics over four years show me that the place has problems; it's not a common nuisance," said KTRK Legal Analyst Joel Androphy.

Judge Alexandra Smoot-Hogan ordered us not to show any of the dancers set to testify, saying it could threaten their safety and security.

Treasures Manager George Marino testified Thursday that the club has a zero tolerance policy, and that dancers would be terminated if they even agreed to be involved in drugs or prostitution.

Treasures has filed a federal lawsuit against the city and county, claiming civil rights violations. They say officials are retaliating against the club because Treasures fought and won the right not to be considered a sexually oriented business.

Argument between men ends in double shooting

  HOUSTON (KTRK) -- Police are searching for a shooter who injured two people outside a store in east Houston.

Investigators say three men got in an argument last night on Gregg near Sarah Street.

Shots were fired, and two of the men were hit. Their injuries were not life-threatening. The third man ran away and is still on the run.

Single-parent housing center of fight between church, neighboring community

HOUSTON (KTRK) -- A housing fight is underway between a church in Meyerland and its neighbors. The church wants to help some single mothers, but some nearby residents don't think that's a good idea.

They say the plan could hurt the value of their homes and want the plan to build single-parent housing stopped. But there may not be much they can do about it.

A set of duplexes is being planned along west Bellfort near Balmforth. The program would allow carefully screened single parents to live in transitional housing for nine to 12 months before getting out on their own.

Nearby residents say it's a great a idea, but just not in their neighborhood.

The grassy, unassuming lot in Meyerland, sandwiched in between two churches, has neighbors at odds with the 56-year-old St. John's Presbyterian Church.

"There are a lot of single mothers who fit the criteria," Pastor Jon Burnham said.

"It's a good idea and I agree with that, it's a perfect idea, but we are concerned about our property," homeowner Pedro Navarro said.

St. John's is partnering with the Presbyterian Children's Homes and Services. They plan to construct four duplexes that will become transitional housing for the Houston Single Parent Family Program. It aims to help single parents get back on their feet, into full-time jobs and a home of their own.

A master's level social worker would be on-site full time overseeing the pre-screened mothers.

"There are a lot of single mothers who fit the criteria and who want to improve their lives, the lives of their children, but they just need a little help," Burnham said.

Though they understand the good intentions, homeowners directly behind the project are concerned about its long-term effects.

"See, everything when it's new looks good. But through the years, you never know what kind of people they are going to bring, so property might depreciate," Navarro said.

St. John's Presbyterian Church says they have already lined up a builder and just want to help single parents in need get to a new level in life.

"On out into their own apartment and with a job and with better parenting skills and a more stable family life and hope for a future," Burnham said.

The church says it already owns the lot and plans to move forward with a groundbreaking in mid 2013.

Argument between men ends in fatal shooting

  HOUSTON (KTRK) -- Police are looking for a killer who gunned down a man on the southwest side last night.

This happened around 9:30pm at the Crossing Apartments off Bissonnet and Court Glen.

Homicide detectives tell us two men got into an argument. One of the men then pulled a gun and shot and killed the other man.

The victim was dead by the time police arrived. The gunman got away.

Agreement between HPD, Ministers Against Crime ends

  by Crystal KobzaHOUSTON (KTRK) -- For years, ministers across Houston worked with police to help stop violence. But today that agreement ended because the ministers wanted to be able to speak their minds about ongoing cases.

Eyewitness News spoke with the coordinator of the group Houston Ministers Against Crimes and he says it's situations like the Chad Holley case why they are no longer working with the Houston Police Department.

"This is their rule book. They took our group, the Houston Ministers Against Crime, and changed it to PACA (Police and Clergy Alliance)," said the Rev. Robert Jefferson with the Cullen Missionary Baptist Church.

Reverend Jefferson is one of dozens of ministers who are no longer working with HPD. Houston Ministers Against Crime and the police department had a partnership for more than three decades. But just recently, HPD adopted new guidelines for the Police and Clergy Alliance, also called PACA.

"In PACA, you cannot speak out against the city, nor the police department, you cannot associate yourself with people who are speaking out, and you cannot cause any kind of problem in the city as long as you're carrying a PACA badge," said Rev. Jefferson.

Wednesday's verdict in the Chad Holley case, Rev. Jefferson says, is an example as a case he would not be able to discuss under the new guidelines. But since turning in his PACA badge, he spoke openly to us about it.

"Yes, I do feel like they whooped that boy unmercifully and somebody should be punished," Rev. Jefferson said.

Houston Police Chief Charles McClelland says he has done nothing to curb anyone's First Amendment rights to speak or say what they want.

"But as a member of PACA, if you are representing PACA, obviously we don't endorse any political views, and I think that's proper," said Chief McClelland.

"It's saying shut up, muzzle it, don't say nothing or we take your badge. That's what it says," Rev. Jefferson said.

Part of the new PACA guidelines are that members can't hold a press conference or press briefing to condemn city administration or the Houston Police Department. In addition, members aren't allowed to represent anyone in any matter adverse to the city or HPD.

Other ministers with whom we spoke say no matter what they will stand up for what they believe is right no matter what.

"I'm still with the Ministers Against Crime, I'm going to be with the police department, sheriff's department wherever righteousness needs to be brought out, I'm going to do it regardless," said Pastor Morel Baker Jr. with Pure Grace Missionary Baptist Church.

So far, more than 100 ministers have turned in their badges.

Chief McClelland says as the department reevaluated that partnership they realized that many of the Houston Ministers Against Crime were no longer actively involved and that's when the department decided to make the change.

  HOUSTON (KTRK) -- A man is dead after a shooting outside his neighbor's home in southwest Houston late last night.

Officers were called to a home on Troulon near Cook.

Investigators say a fight broke out inside the house and spilled outside into the driveway. Shots were fired and one man was struck. According to police, the victim does not live in the home where the altercation started, but does live nearby.

No one is in custody.

Dispute between neighbors turns deadly in Montgomery County

  SPLENDORA, TX (KTRK) -- A Splendora man accused of shooting and killing his neighbor on New Year's Eve was behind bars Sunday.

Gustavo Whalenberg, 69, has been charged with murder.

The shooting happened around 6:50pm in the 23000 block of Charterwood off U.S. 59 in Splendora.

By the time Montgomery County Sheriff's Office officials got to the scene, the 54-year-old victim was dead.

Detectives learned that Whalenberg and the victim had been working with each other during the day when they began to argue.

A brief struggle ensued and both men went to their respective homes, authorities said.

A short time later, Whalenberg allegedly went to the victim's residence with a handgun and shot him once in the chest.

Whalenberg was arrested at the scene and taken to the Montgomery County Jail.

Officials said an autopsy will be performed on the victim's body. His name has not been released pending notification of family members.

  HOUSTON (KTRK) -- There was a deadly shooting just south of downtown Houston last night.

Police say officers responded to a report of a shooting at 2211 Briley at around 10:30pm Tuesday and found Jessie Shepherd and a second male had been shot. Police say some kind of fight broke out between a large group of people. Witnesses reported five unknown male suspects, with their faces covered, were involved in the shooting and fled the scene on foot northbound on Briley.

Shepherd, 24, suffered gunshot wounds and was transported to Ben Taub General Hospital where he was pronounced dead.

The second male victim, 28, suffered apparent non-life threatening wounds and was transported to Memorial Hermann Hospital.

The motive for the shooting is unknown at this time. Anyone with information in this case is urged to contact the HPD Homicide Division at 713-308-3600 or Crime Stoppers at 713-222-TIPS.

Gunfire erupts at car wash after fight breaks out between men

  HOUSTON (KTRK) -- A night of fun at a car wash in Houston's northeast side erupted into gunfire.

It happened on Homestead at Norments around 10:45pm. Police say several employees and friends were having a get together at the car wash, drinking beer and playing cards but an argument broke out and two men opened fire.

One was hit three times and was transported to Ben Taub Hospital. He is expected to live. The other man was taken into custody.
