  CHANNELVIEW, TX (KTRK) -- Three burglary suspects are in custody after deputies say their getaway vehicle ran out of gas.

Kassandra Beltran, 17, Raymond Paige, 19, and Kolby Fleeds, 20, were arrested after allegedly kicking in the door and burglarizing two homes on Tuesday.

According to the Harris County Sheriff's Office, the first break-in happened around 9am at an apartment complex in the 900 block of Ashland in Channelview. After kicking in the door, the suspects were confronted by a resident inside. Deputies say they managed to grab a television set before fleeing in a red Jeep.

About a half hour later, deputies say the trio kicked in a door at a home in the 800 block of Doncrest. They reportedly told the homeowner to get in the closet as they burglarized the home.

As deputies were taking a statement from the homeowner in the second case, another deputy found the suspects nearby. They had apparently run out of gas.

All three suspects were arrested. It was later discovered that the victim in the second burglary is Beltran's aunt.

Man accused of impersonating a police officer after fight broke out at rodeo

  HOUSTON (KTRK) -- A man is accused of impersonating a police officer after a fight broke out at a rodeo.

Charles Cole was arrested on a warrant at his home in Kendleton Friday morning. Fort Bend County Sheriff's deputies say January 22, Cole was in attendance at a rodeo arena in the 6500 block of FM 521 in the Arcola area when a fight broke out. A security guard hired to be at the rodeo was attempting to break up the fight when Cole, dressed in what appeared to be a police officer's uniform, began to wrestle with the security guard.

The guard told deputies Cole announced himself as a police officer and his outfit had 'POLICE' on the front and back, as well as law enforcement patches on the sleeves. The guard told authorities that Cole grabbed his wrist and held his arm behind his back. The guard also said Cole attempted to grab the security guard's gun out of its holster, but failed.

Cole, 36, is in custody at the Fort Bend County Jail. Bond has not yet been set.

Impersonating a police officer is a third degree felony, which carries a sentence two to 10 years in prison along a fine up to $10,000.

Ex-HFD captain accused of child porn possession

  HOUSTON (KTRK) -- A former Houston Fire Department captain who allegedly admitted to police he is a sex addict is accused of possessing images and videos of child porn.

Saul Fiszer, also known as "Abe," is charged with three counts of possession of child pornography. Court documents state that Fiszer's wife reported to police that her husband had a problem with child pornography and had been seeking counseling. She told police that she discovered that Fiszer had been frequently texting and calling a 14-year-old girl in Wyoming. She said the girl referred to Fiszer as "Daddy" and that she was apologetic for her actions.

"She (Fiszer's wife) originally believed that there was some kind of extramarital affair. She was able to gain access to his phone," said Harris County Assistant District Attorney Shannon Davis.

Fiszer's wife told investigators that she contacted the girl's parents as well as police in Wyoming to report the incident. Police there confiscated the girl's cell phone.

According to court documents, Fiszer's wife confronted him about the girl and she said he admitted to her that he had been chatting online and exchanging lewd pictures with the girl. The wife also told authorities that she had previously destroyed Fiszer's old laptop after she discovered he had been chatting with other women on the internet.

Police executed a search warrant and confiscated Fiszer's current laptop as well as a thumb drive. They say they found at least three images and videos of child porn on those two items.

"The forensic preview from what is in the case here shows a number a different children and some images of him, but not him with children," Davis said.

Court documents state investigators say Fiszer told them that he was a sex addict and that he looks at porn and child porn online. He also admitted that he shares pictures and videos with others online and that he is involved with role playing and fantasies.

Police say Fiszer also told him that he tried to commit suicide after his wife learned of his relationship with the 14-year-old girl.

Fiszer is an 18 year veteran of HFD and was assigned to Station 21. He had been relieved of duty with pay pending the results of the ongoing investigation, however, HFD says Fiszer turned in his resignation papers on Friday morning.

"Mr. Fiszer has requested and signed his resignation from the Houston Fire Department, so he is no longer a Houston firefighter," said Houston Fire Chief Terry Garrison.

An investigation has been launched by HFD.

"Part of our investigation will be to determine if there was any impropriety with any of our computers or our city equipment. That will be an ongoing investigation, yes. We will definitely look into that," said Chief Garrison.

Fiszer, 49, was arrested on January 24. Bond has been set at $20,000.

  HOUSTON (KTRK) -- A man living at a southwest Houston retirement home is accused of stealing money from an elderly woman after he reportedly convinced her that she had won a prize.

Robert Cornell, 81, is charged with theft. According to court documents, on September 29 , 2011, Cornell called a 92-year-old woman and told her she had won a lottery. But before she could collect her prize money, Cornell reportedly convinced her that she had to pay the taxes.

The woman complied, sending checks for $5,000 and $3,400 to Cornell's mailing address. Those checks were cashed at a southwest Houston Wells Fargo bank.

Investigators say the woman received more calls asking for more money. The victim, who had never received a prize, became suspicious and called police.

Through an investigation, police were able to identify Cornell, who lives at a retirement home. They say his driver's license photo matches bank photos of the man who cashed the victim's checks. Tellers were also able to identify him from his driver's license photo.

Bail in the case is set at $5,000.

Woman gets life sentence for coworker's murder

  HOUSTON (KTRK) -- The woman accused of killing Jayna Murray, a 30-year-old who grew up in Fort Bend County, has been sentenced to life in prison.

Last March, Murray was killed by her coworker at the Lululemon Athletic Store where they worked in Bethesda, Maryland. Murray had more than 330 wounds.

Prosecutors told the jury that after beating and stabbing Murray, Brittany Norwood gave her self superficial cuts and tied herself up. When police found them, she said police they were raped and attacked by two masked men.

During the trial, prosecutors did not bring up a motive. Before sentencing, the judge told Norwood that she quote "exemplified the worst of human nature."

  HOUSTON (KTRK) -- The City of Houston is going green as part of a nationwide challenge.

The city is part of the Department of Energy's Better Buildings Challenge. The city and corporate partners have pledged to make energy efficient upgrades to 30 million square feet of property.

The challenge aims to improve energy efficiency 20 percent by 2020 in government, commercial and school buildings.

Trinity Jazz Festival includes special musician

  HOUSTON (KTRK) -- This weekend's Trinity Jazz Festival in downtown Houston features the talents of Richie Cole, Kevin Mahogany and Jake Langley. But the famous festival is also giving a trumpet player another chance to get his life back.

They live all over Houston, like ghosts. The homeless move among us mostly unseen.

"You might have a professor with 37-year tenure at university walking around with all the clothes he owns on his body," said Melvin Desmuke.

Desmuke's life has been like his horn playing, hitting many highs and lows.

"Music is personal minister of mine," he said.

Desmuke has been destitute, but he's hooked up with the group Community of the Streets.

"We're trying to bring some outreach spiritually to the homeless, give them an opportunity to reach back and try to get some of that career opportunities that they once had," said Johnny Nichols Jr., music director of Community of the Streets.

Community of the Streets currently features just one homeless musician at Trinity Jazz Fest but hopes to expand its program and eventually hopes to have an entire band made up of homeless musicians.

The COTS players back Desmuke up on the stage and on the street.

"I can perhaps be a vessel to communicate with others in all walks of life, especially that there's a common denominator with music and that's love," Desmuke said.

"Let people know that these people here do exist and that they are still real people with still fantastic skills," Nichols Jr. said.

Desmuke and the Community of the Streets jazz crew will play again Saturday. Their performance starts at 6:30pm at the Trinity Church Fellowship Hall.

Another student fight breaks out at Dekaney High

See it on TV? Check here. HOUSTON (KTRK) -- Four students were caught after a fight at Dekaney High School in Spring and parents are fed up with the violence.

Over the last few months, there have been several fights at Dekaney. Now some students are worried about their safety.

For the first time, we're getting a glimpse at the chaos that students say erupted there during the lunch hour. But the school district says the pictures don't tell the whole story.

If you look carefully at the video in the window above, you can see the commotion inside the cafeteria at Dekaney. It was caught on a cell phone video shot by a student who witnessed it all.

"The kids just started throwing milks and stuff. In the hallways, they started throwing trash cans, so I headed upstairs and started taping the fights on video," the student said.

On it, you could see the chaos. The student, who didn't want to be identified, says a teacher even asked him for help during the scuffle.

"She told me how this kid tried to hit her and whatever. So I was about to go find the boy but she was like, 'No I'm gonna get in trouble,'" the student said.

Spring ISD officials say the fight started between just four students, but it appeared larger because it occurred during the lunch hour in the middle of the cafeteria. They tell us no one was hurt and no weapons were found.

"We are working hard to work together and partner with parents and the community to improve the climate of Dekaney High School and to prove the teaching and learning that's taking place here," Dekaney High School principal Delic Lloyd said.

Parents, though, say it's just the latest symptom of a larger problem they see at Dekaney -- a lack of control by school leaders. They remember the melee last May when two students ended up in the hospital.

"This is crazy. This school needs to be closed down. It's really crazy. It needs to be closed down," parent Melinda Bradley said.

Parents fear for not only the safety of their children who attend here but also for the education they are receiving.

"I said hey, this is it. Enough is enough," parent Willie Mays said.

Mays withdrew his son recently and moved him to a private school because of all the fights.

"There are some good students here but the bad students are making it look bad for the good students," Mays said.

Spring ISD says it's made several changes at the school since the fight in May. They include staggering bell schedules for both older and younger students and increasing communications between teachers and parents. They've also added hall monitors to watch students in between classes.

Major road closures scheduled this weekend

See it on TV? Check here.   HOUSTON (KTRK) -- Attention drivers: There are several closures along Interstate 45 North and a major one along 610 North Loop scheduled for this weekend.

Beginning 9pm Friday, crews will shut down the following entrance or exit ramps until 5am Monday:

Southbound entrance ramp from Shepherd. Detour to Parker entrance ramp. Southbound entrance ramp from Little York Road. Detour to Parker entrance ramp. Southbound exit ramp to Parker Road. Detour Tidwell exit ramp. Southbound entrance ramp from Gulf Bank Road. Detour to next entrance ramp. Crews also will close two southbound lanes of the highway from Little York Road to Parker Road. For drivers using the Interstate 45 North frontage roads, crews will close both the eastbound and westbound directions at Little York also between 9pm Friday and 5am Monday. Drivers heading eastbound on Little York will be forced to detour southbound on Interstate 45 to Tidwell and u-turn back to IH 45 North to Little York. For drivers heading westbound, they will be detoured to the 45 North to Gulf Bank and u-turn back on Highway 45 South to Little York.

Crews also are shutting down both directions of the Interstate 45 frontage roads at Parker. Drivers heading eastbound on Parker will be forced to detour to Interstate 45 South to Tidwell and u-turn back to IH 45 North to Parker. Drivers heading westbound will detour to Interstate 45 North to Gulf Bank and u-turn back to Parker.

Then between 4am and 2pm Sunday, crews will completely shut down the northbound lanes of Interstate 45 at Crosstimbers. Drivers will be forced to exit and re-enter the freeway at the next entrance ramp.

Between 6am Saturday and 5am Monday, both northbound and southbound lanes of East T.C. Jester at the North Loop are scheduled for closure. Drivers heading northbound on East T.C. Jester will detour to IH 610 eastbound frontage road, turn left at Ella and left on IH 610 westbound frontage road to E. T.C. Jester. Drivers heading southbound will detour to IH 610 westbound frontage road to W. T.C. Jester.

Search for Montrose area burglar who uses doggie doors

HOUSTON (KTRK) -- A burglar squeezing into a doggie door to get his loot was caught on a hidden camera. And this isn't the first time it's happened in one local neighborhood.

It's happened at least twice in the past few weeks around West Gray and Montrose. But one has now been caught on camera.

Unfortunately, it wasn't Dolly the dog using the door designed just for her on Wednesday, rather a man with ulterior motives.

"He put his arms through here, and pushed the other part of the doggie door through and basically just knocked it out," said Ruth Woody.

She still can't believe a burglar squeezed through the doggie door in her Montrose home. But the security cameras captured it all -- the man going in and then leaving with a pillow case stuffed with an iPad, a camera, and jewelry.

"I wouldn't have thought you can easily do that," said Jennie Beech.

And it has happened before. Just down the street at Beech's home, which was also burglarized through the doggie door last month.

"He came in through the doggie door, and pretended nobody was there, and grabbed easy to grab items, like laptops and an iPad," Beech said.

A police report has been filed, but the homeowners are also active on the internet, posting the security images on social media sites like Flickr and Facebook. The idea is that the more people see it, the better chance the bad guys can get caught.

"The pictures were remarkable, and we're hoping one by one we can pick these guys off and make us feel less safe and uncomfortable," said Viula Torgerson, "Heights Life" blogger.

Good Samaritan who helped during bus crash to be honored

  HOUSTON (KTRK) -- A good Samaritan is being honored today for helping 37 frantic KIPP Academy students during a bus crash in December.

First responder, Efrain Campa, worked to calm the students after the driver somehow lost control and crashed into a bar off the Hardy Toll Road. He got the students off the bus and helped the driver stay conscious until paramedics arrived.

The ceremony will be held at 1pm at the KIPP Academy campus in northeast Houston.

Crosby teenager, his mom accused of enticing Pearland child through Facebook

HOUSTON (KTRK) -- A Facebook flirtation leads to the arrest of a Crosby woman who helped her son meet a 13-year-old Pearland girl and take the girl away.

We hear about kids who meet strangers online and the bad things that can happen. Well one 13-year-ld Pearland girl knows first hand how scary things can get when your online friends meet you face to face.

"I was really scared," the girl said.

It's been a rough week for this 13-year-old Pearland girl, and it all started with a Facebook friendship with a 16-year-old boy.

"He was playing around with me, saying he was going to kidnap me, but I didn't think he was really going to do it," the girl said.

But within a few weeks, the flirtation turned into a face-to-face meeting when the 16-year-old boy arrived at the girl's school with his mother in tow.

"So I decided to go with him, and when I was there, they were treating me good and everything but I did not know what was happening," she said.

Pearland police say on Tuesday, 37-year-old Dorothy Montenegro and her son took the girl from Pearland to their home in Crosby 40 miles away. After a few hours, the girl says things went bad when her cell phone started receiving text messages from her worried parents.

"He like broke my phone kind of and stole it from me," the girl said.

Back in Pearland, the girl's parents filed a missing persons report then hit the Internet and tracked down Montenegro's address. They say that's when the cops headed to Crosby.

"We were in the back seat and his mom was in the front seat driving and the cops came up to the car and told us to get out of the car and they took me away from them," the girl said.

While she is home now, the 13-year-old says no one should follow her example.

"I would tell them not to meet guys on Facebook and to be careful who they meet," the girl said.

Good advice, according to Katherine Cabaniss with Houston's Crime Stoppers, who adds parents need to pay close attention to a child's online friendships.

"You would never think about sending your 13-year-old to the mall and saying invite anyone into our house and welcome them into our living room. You would never think about that, but when you allow a child to talk to someone on the Internet unsupervised, it is just like inviting a stranger into your living room," Cabaniss said.

The 16-year-old boy and his mom were both charged with misdemeanor counts of enticing a child.

Student suspended for peeing in class to return to school

  HOUSTON (KTRK) -- Klein ISD has reversed its decision to suspend a 12-year-old student who urinated in a bottle during class after the teacher refused to let him go to the bathroom, the boy's family attorney said.

Earlier this week, the boy was punished to a month-long suspension and ordered to attend Klein ISD's disciplinary alternative education program.

The boy's family and their attorney, Bill Hawkins, claimed the punishment was too severe because the boy was forced to pee in a bottle after his teacher refused to let him take a bathroom break. The student apparently wiggled the water bottle up a pants leg and took care of his business. He then slowly lowered the water bottle, capped it and put it in his pocket. The teacher figured it out when the bottle fell out of his pocket a few minutes later.

But after an appeal hearing held on Wednesday, Hawkins said the school has decided reverse its punishment and allow the seventh grader to return to the school immediately.

"Klein ISD should be applauded for their decision to rescind their serious punishment for my client," Hawkins said in a prepared statement. "Along with an apology, they withdrew his removal to an alternative school and are going to discipline him appropriately for having a water bottle in class and drinking from it. We are gratified that they have recognized the basic rights of students and appreciate the community support for this young man."

Hawkins said the student will still be punished for having the water bottle in class and drinking from it. The punishment for that will be three days in after school detention.

Klein ISD would not comment on the appeal or the student's new punishment, only saying "Student disciplinary matters are private and confidential so we cannot confirm or deny the outcome of the appeal."

  HOUSTON (KTRK) -- One person is in custody after a bank robbery in northeast Harris County.

It happened at the Community Bank of Texas off FM 2100 Friday afternoon. Deputies tell us the robber used an improvised device that could possibly ignite. They say it wasn't sophisticated enough to be considered a bomb.

Bloodhounds tracked the scent of the dye pack, which led to deputies to the robber. He was then arrested.

Deputies are investigating. No injuries are reported.

Female students protest at Memorial High over school's ban of yoga pants

HOUSTON (KTRK) -- A controversy is brewing over some pants worn to class by some female students at Memorial High School.

Students and parents claim a handful of female students were disciplined for wearing yoga pants -- the stretchy, fitted pants -- to school.

On Thursday, a number of female Memorial High students wore yoga pants to school in protest of the school's dress code that bans those pants. Even though the protest took place yesterday, it is still something a lot of students are talking about on Friday.

Eyewitness News visited with some of the students this morning. They say the tight jeans they are allowed to wear to school are actually more fitted than yoga pants, so they don't understand why there is this ban.

District officials say they are just trying to enforce a dress code that is already in place.

Students we spoke with say they are hoping they made their point and that they are hoping for a resolution.

"All the girls decided to wear yoga pants because our principal said we weren't allowed to," said Memorial High senior Chandler O'Brien.

"We just did it to cause awareness and bring attention to the matter," said MHS senior Rachel Evans. "Now that we have the attention, we're just kind of settling in."

The students say they are focusing on today's pep rally for the basketball team.

A number of students told us that the student council and the principal are meeting to discuss the matter on Monday.

Four arrested over possible illegal gun in vehicle

See it on TV? Check here.   HOUSTON (KTRK) -- Four people were arrested after an officer spotted what looked like an illegal firearm in their vehicle.

It happened around 2:30am near the Westpark shopping center. The officer called for backup after seeing what he described as an Uzi in the car. The suspects were arrested.

No word if the gun was confiscated.

Hundreds of guns stolen in professional burglaries

See it on TV? Check here.  HOUSTON (KTRK) -- Nearly 300 guns have been stolen from more than half a dozen pawn shops over the past several weeks, and authorities believe the burglaries are connected.

Last week, an accused trio of robbers was arrested in north Harris County -- Guillermo Andersen, Christian Carbajal and Jesus Rendon -- all allegedly caught on the roof and in the act of breaking into Jim Fullerton's pawnshop. Precinct 4 deputies responded.

"They go up on the roof and the three guys are just laying down up there and hoping for the best... trying to be as flat as possible," said Fullerton.

What gives the arrests added importance is a rash of pawn shop burglaries over the past six weeks and what was taken.

One burglary happened in Bryan, another in West Columbia and six in north Houston and Harris County. Combined 274 firearms were stolen. The ATF believes the three suspects arrested are part of a larger group and they're not believed to be beginners.

"This is an organized group without a doubt and we can back that up with our investigation," said Lt. Jeff Stauber with the Harris County Sheriff's Office.

"They are not smash and grabs. These guys are organized. They are watching federal firearms licensees. Therefore licensees need to make sure cameras are operational, security systems up to date. We request public's assistance in recovering these guns," said ATF Special Agent in Charge Gary Orchowski.

Some of the surveillance video was released Thursday. The suspects wear masks, bring their own equipment to bring in through the roofs. The box truck and minivan have no visible license plates.

Gun thefts are not unusual in Texas, but 131 guns taken from one store is. And then there's this.

"Nearly 50 percent of all weapon are recovered within 25 miles of where they were taken. And again we have recovered only one firearm," said Orchowski.

That gun was recovered out of state. That means 273 other weapons are in circulation -- either out of state, country or here in Houston.

"There's a lot of weapons out there. In Harris County, we don't like stolen weapons on the street. So we need to get these things recovered," said Lt. Stauber.

In a couple of cases where the burglars couldn't get the guns, they took electronics and jewelry. But the immediate concern is the guns.

The agents and the deputies say they don't know where these stolen guns are and what they're being used for.

The three suspects in custody are facing organized crime and burglary charges. Detectives and federal agents believe four more suspects are out there, and that they will strike again.

Harris County suing to shut down gas station

HOUSTON (KTRK) -- Harris County says after getting countless calls about crime at one particular gas station, it's taking action. It is suing to have the place shut down.

The Texaco on Fannin is the gas station the county wants to shut down because it claims it's become a hot spot for illegal activity.

ABC13 Eyewitness News cameras were rolling as local police rushed to the gas station with drug sniffing dogs Thursday night. Nearby neighbors say it's a typical scene.

"It's definitely a nuisance and bothersome and asking for trouble," neighbor David Swinney said.

Swinney isn't the only one calling the Texaco a nuisance. Now, Harris County is trying to shut down the place, claiming it's been a haven for illegal drug activity and other crimes.

"It's been a long time coming," Swinney said.

The county filed a lawsuit against the land owner, Jai Kim, and Fannin Food Mart, claiming they haven't done enough to stop the problems.

According to the Harris County Attorney's Office, Houston police have received more than 200 calls for service there in the last five months, and they've made several arrests for prostitution, robberies, assaults and drugs.

"And it's just going to keep on coming until they get the place cleaned up," Swinney said.

Workers there say they hardly see the owner, and we couldn't reach him by phone. This clerk did admit one thing.

"Many cops come here," he said.

One regular customer says he believes the county's going too far trying to shut down the store. He says the illegal activities aren't the owner's fault.

"METRO, constables, everything be over here every day. Yeah, you have women out here that do that, but that was going on way before they were even over here," customer Kendall Nichols said.

The county attorney's office is asking the court to close this place for at least one year if the owner doesn't stop the illegal activity immediately.

Sex assault incident in Montgomery Co. has community on edge

HOUSTON (KTRK) -- A child molester is on the run, and a community is on alert. Deputies released a sketch of the man they're looking for in connection with an assault on a teenage girl.

Deputies say the afternoon of January 22 the man came at the girl in the backyard of her home in the High Meadow Ranch community just outside of Magnolia. The Montgomery County Sheriff's Office released a sketch of the alleged armed sexual predator, who struck Sunday in the upscale golf course community.

High Meadow Ranch Golf Club manager Caysey Wade says now that word has spread the entire community is concerned.

"It did hit kind of close to home," he said. "You don't really think it is going to happen in your own neighborhood."

Authorities said the suspect had a gun when he walked up to the victim in the backyard, grabbing and struggling with the girl before sexually assaulting the victim and running away into the woods.

Wade says now parents in the area have more questions than answers as they keep their children close and keep a lookout for a suspected predator.

"There is a lot of people on high alert and there is a lot of hunters in this subdivision, so I think if you want to say they are already on standby," he said.

Authorities say the suspect is a white male, with a sunburn-looking face, blue eyes, black eyebrows, wearing black pants, black shoes, and black pullover hoodie with rain jacket material.

Nearly $1 million in cash seized from Splendora property

  SPLENDORA, TX (KTRK) -- SkyEye 13 HD was over a home in Montgomery County that authorities raided as part of a cocaine trafficking and money laundering investigation.

The Montgomery Co. Sheriff's Office says it has seized about $1 million in cash from the suspects involved in this investigation. Of that amount, authorities say about one-quarter of it was seized from a suspect on the border. Investigators also seized several laptops, five vehicles, and documents from the property in the 16000 block of Oaklawn in Splendora.

Officials say the investigation has been going on for several months and that they expect more seizures and arrests.

Man wanted in aggravated robbery of smoke shop

  HOUSTON (KTRK) -- The search is on for a suspect in an aggravated robbery at an area smoke shop.

On January 23 at approximately 11:40pm, authorities say a black male suspect committed an aggravated robbery at a smoke shop located on the 5200 block of Easthampton in north Harris County. The suspect entered the store and inquired about the purchase of a scale. As a store employee approached the counter, the suspect withdrew a pistol and demanded cash from the registers.

The victim, in fear for his life, complied with the suspect's demands and surrendered an undisclosed amount of cash. Additionally, the suspect filled a plastic bag with several boxes of tobacco products and weight scales. He ordered the store employees to lay face down as he fled the scene in a maroon, four-door Toyota.

The suspect is described was a black male, approximately 20-25 years old, around 5 foot 7, weighing 160-180 lbs. He had a goatee and a clear stone earring. At the time of the offense, the suspect wore a gray colored hoodie with black/white/red stripes, jeans and tennis shoes.

Surveillance cameras captured the offense taking place.

Notorious attacker faces charge of failing to register as sex offender

HOUSTON (KTRK) -- Twenty-two years ago, Pam Lychner became a crime victim, but she refused to be just a victim. She started on a mission that changed Houston and even federal laws. Well now, her attacker has been arrested again and it has to do with that crime from 1990.

William David Kelley, you could say, inspired the creation of a crime victim's group by committing crimes.

He was arrested this week and is now back behind bars. He was nabbed by the Gulf Coast Violent Offenders Task Force and the sheriff's sex offender tracking squad for failure to update his address in the sex offender registry. He may never be off law enforcement's radar, and one of his victims is the reason why.

Kelley was a twice convicted sex offender when he targeted victim No. 3, a young wife and mother named Pam Lychner. She was a Realtor showing a Houston home when Kelley showed up. He choked her and tried to kidnap her, but he never counted on her husband being upstairs. We spoke to Joe Lychner by phone Friday night.

"When he was released after serving his time, I thought, well it won't be very long before he's back inside again," Joe Lychner said.

Andy Kahan was in his first few months as a victim's advocate when he met the Lychners. Kelley had been sentenced to 20 years for attempted kidnapping. He was up for parole within two years.

"And as Pam put it best, that is enough, I'm no longer cowering to this guy and I'm going to come out blazing and the rest was history," Kahan said.

From that, the Justice for All movement was born. It was founded by Pam Lychner. Her work ended the state's mandatory prison release policy and elevated the cause of crime victims' rights. The Pam Lychner Sexual Offender Tracking and Identification Act of 1996, which established the National Sex Offender Registry that the FBI uses to track certain sex offenders, also is named in her honor.

Sixteen years ago, she and her two young daughters were killed in a TWA flight explosion near New York. But her work lives on, and certainly less than two years after his release from prison, Kelley is still feeling the impact of that. He's back in jail.

"What do you think Pam would be saying?" we asked Joe Lychner.

"I think she would be saying, 'I told you so,'" he said.

And in her honor....

"And we'll be done there keeping an eye on him again, and once again the eyes of Harris County, the eyes of Houston and the eyes of Texas will be on William David Kelley," Kahan said.

Kelley was required to register as a sex offender with the sheriff's office every 90 days, but hadn't done so since May 2011. Failure to do so is considered a felony crime. Kelley is being held in the county jail without bond.

Man detained in Montrose area doggie door burglaries no longer a suspect

See it on TV? Check here. HOUSTON (KTRK) -- The video of a man trying to break into a Montrose home through the doggie door has gone viral and investigators came close to a break in the case on Friday.

It was just a day ago when images of a man breaking into a house through the doggie door hit the internet. Heights Life blogger Viula Torgerson posted it on her Facebook page and it immediately hit a nerve.

"I think this had the voyeuristic aspect, and people can see themselves, their own doggie door," Torgerson said.

On Friday morning, an alert Heights area mom saw a man similar to the images near the Fiesta on Studewood and called police.

"Today I was driving and I saw him, and I was thinking that's him turned around and called 911 and followed him," said Lori, who doesn't want her name last name used.

Lori followed the man until police arrived and arrested him. Nearby, David Jasso was watering his plants and he too noticed the man.

"I saw them on TV talking about the doggie door and when I saw him passing by through here, I said, 'Well, that sure looks like him,'" said resident David Jasso.

For several hours, it appeared like the doggie door burglar may have been caught.

But late Friday afternoon came a letdown. Police investigators who questioned the suspect have determined that he's no longer a suspect in the doggie door burglary.

Houston police would not comment on whether the man arrested may be wanted for other crimes, though they do say the man seen in the surveillance images is still on the loose. So alert moms like Torgerson, will still need to keep an eye out.

"It doesn't matter if you're in Montrose, or Heights, we're all in this together," said Torgerson.

Suspect sought in attempted armed robbery

See it on TV? Check here.  HOUSTON (KTRK) -- Authorities are asking for the public's help in identifying a suspect responsible for an attempted armed robbery at a local retailer.

On January 18 at around 1:00pm, a black male suspect attempted to rob a store located on the 5200 block of Aldine Mail Route in north Harris County. Store employees reported the suspect entering the store prior to the attempted robbery. The suspect was reportedly inquiring about hair clippers, and left the store without making a purchase.

The same black male suspect entered the store about an hour later and waited for the customers to leave before he approached the check-out counter. The suspect placed a small brown bag and a knife on the counter and demanded the cash from the registers. The suspect threatened to hurt the victim if she failed to comply with his demands. The victim then grabbed a small electronic device from the counter and threatened the suspect with it. He then picked up his bag and knife and fled the scene on foot, with no cash.

The suspect is described as a black male, approximately 25-35 years old, 5 foot 7 to 5 foot 10, weighing 170-190 lbs. At the time of the offense he was wearing a dark-colored jacket, a dark-colored ball cap and glasses.

Surveillance cameras captured the incident on video.

Deadline to apply for NASA's next astronaut is today

HOUSTON (KTRK) -- NASA is looking for a dozen dreamers -- Americans willing to sign up for space missions the country hasn't planned yet.

At 10pm Friday, the application deadline closes for the new astronaut class.

Winning a spot in this new astronaut class is a little like getting a great sports car but not having money to buy gas. While NASA says this group of astronauts will work on getting towards Mars, that's a check Congress hasn't written yet.

Nonetheless, a huge group of people are competing for that chance. More than 5,000 applicants are vying for just 12 spots, but at hundreds of thousands of dollars per astronaut just in training, why do it now?

For so many of us, the landing of the shuttle seemed like the end. The last American ride to space had been flown. America's space dream, if not over, certainly looked like it was ending.

But Ben Longmier, a real life rocket scientist, is one of more than 5,000 Americans still willing to dream. He's part of the second largest group ever to apply to become a new NASA astronaut.

"Of course I would love to go to farther into deep space. I would like that very much but it really would be enough to go and do research on the space station. That would be ideal for me," Longmier said.

"I assume it means that they believe we're going to fly in space, which we are," Duane Ross said.

Ross is a believer. He should be. He manages the application process. Peggy Whitson is NASA's chief astronaut.

"We do need astronauts to be selected in 2013, so that I will have them ready for assignment in 2015," Whitson said.

It may seem like a waste of time, money and talent to hire a dozen more space fliers. But NASA's always been optimistic and patient, and it takes years to turn a rocket scientist in to an astronaut.

"We're picking people for now. We're picking them for a requirement that we can't exactly predict five to seven years downstream. One bad thing you can do is not have enough people to go get on the spaceship and we want to make sure that we don't get in that position," Ross said.

The new class won't be picked until next spring. Any one applicant's chance is less than one quarter of one percent.

"People say that it's easier to be a pro athlete than an astronaut and statistically that's right, the numbers work out that way," Longmier said.

Ross admits to thinking more than once that he's picked America's last astronauts and then NASA asks him to pick more.

"Are you a dream maker?" we asked Ross.

"Yeah, I guess. Unfortunately, I am more often a dream dasher, but we try to make a few dreams come true," he replied.

This is the second largest group of applicants. The largest was in 1978 just before NASA had another huge change and flew the shuttle for the first time.

If you want to apply, make sure you're in great health, have a college degree in engineering, science or math and fill out the application.

Surveillance video released in sledgehammer heist at jewelry store

  HOUSTON (KTRK) -- Authorities have released surveillance video of a jewelry store heist this week.

At around 1pm Wednesday, three suspects dressed in black from head to toe came into the Zales Outlet at 5203 W. FM 1960 and began smashing the display cases with sledgehammers and started stealing jewelry.

The two employees and two customers who were inside ran to the back of the store and hid in a room until they thought the men had gone.

It's unclear how much merchandise the crooks made off with.

Investigators say the suspects fled in a white 4-door vehicle.

Former Houston firefighter Jane Draycott cleared of shoplifting charges

  HOUSTON (KTRK) -- A former Houston firefighter once at the center of a sexual harassment case was cleared Friday of shoplifting charges.

Police say Jane Draycott stole a DVD player, two movies and a bag of ice from a Walmart in Spring back in 2010. A judge today ruled Draycott successfully completed terms of her plea deal and dismissed her case. Months before her arrest, a federal report stated Draycott was the victim of sexual harassment and a hostile work environment at HFD's Station 54. She and another firefighter said they found racist and sexist graffiti in their locker room area.

  HOUSTON (KTRK) -- A seven-year old boy is recovering after he was hit by a car while riding his bike in southwest Houston last night.

It happened around 8pm on Tiger Lilly near Altair Way. Authorities say the child possibly broke his leg and had head injuries. The driver who hit the boy did stay at the scene.

People who live nearby say there have been several accidents on the street due to speeding vehicles. There is no word if speed was a factor in this accident.

Detectives searching for Montgomery Co. sex assault suspect

See it on TV? Check here. HOUSTON (KTRK) -- Detectives are searching for an armed man who went into a West Montgomery County family's backyard and sexually assaulted a child.

Such crimes don't typically happen at High Meadow Ranch near Magnolia. On a typical night, it's quiet and dark; in fact, not many cars pass through the area and that's why what happened there on Sunday is getting people's attention.

With sprawling homes and idyllic scenery, High Meadow Ranch is the ultimate in country living. Woods and wildlife make this golf club community picture perfect. Montgomery County Sheriff's Office officials now want residents to focus on one picture.

"It is a very good sketch," resident Stephanie Dolen said.

Authorities say on Sunday, the victim was in the backyard when the man approached with a gun, grabbed and then sexually assaulted the child before running away into the woods.

"The community, you wouldn't think," Dolen said.

Residents say it is far from typical for High Meadow Ranch, a reminder that crime can happen anywhere.

"A lot of people who live there saying they are trying to keep up with their kids," Dolen said.

At a nearby practice for Magnolia Lacrosse, many moms were just learning of the attack, and for Karen Wilkinson, it hits close to home.

"Our property borders those woods and my children use the property for recreational purposes. My kids are there fishing and paint balling and those kinds of things and I want them to be aware that they need to just be cautious," Wilkinson said.

Sheriff's officials wouldn't give us the age or gender of the victim, and they wouldn't elaborate on the extent of the assault.

The suspect was described as a white man who appeared to be sunburned and has blue eyes and black eyebrows. He was wearing black pants, black shoes and a black pullover hoodie.
